Yes it does, by your own statements. It requires that all significant military equipment once owned by the DoD be demilitarized. Said military equipment includes, by your own claims, many firearms now in the hands of law abiding people. A demiltarized firearm is not a firearm any more. They are deprived of particular firearms, not the right to own firearms in general. -f
